James Rill is one of America's foremost antitrust attorneys. Mr. Rill has served as Assistant Attorney General in charge of the US Department of Justice's Antitrust Division, as well as a chairman of the ABA's Antitrust Section. During his tenure as Assistant Attorney General, he negotiated the US-European Union Antitrust Cooperation Agreement of 1991 and issued the first joint FTC and DOJ Horizontal Merger Guidelines in 1992. He was responsible, moreover, for initiating the largest number of merger challenges in over a decade, including challenges to major bank mergers and airline asset transactions.

In 1997, Mr. Rill was appointed by Attorney General Janet Reno and Assistant Attorney General Joel Klein to serve as Co-Chair on the US Department of Justice's International Competition Policy Advisory Committee, with a mandate to recommend future policy initiatives to the Department of Justice. The recommendations in the Committee’s report, submitted in February 2000, are being pursued in the US and overseas.

Until April 2000, Mr. Rill was Senior Partner and Chair of the Antitrust Practice Group at Collier, Shannon, Rill & Scott. Since joining Howrey in 2000, he is engaged in an active and diverse antitrust practice, appearing before federal competition agencies in matters for such companies as Merck, CSX Transportation, ConAgra, PepsiCo, Inc., Tyson Foods, Univision, Nestlé, Fortune Brands and Verizon. In addition to representation of clients before the US antitrust agencies, Mr. Rill represents clients in matters before many overseas agencies including the Competition Directorate of the European Commission, the Australian Competition and Consumer Protection Commission, the French Conseil de la Concurrence, the Japan Fair Trade Commission and the Taiwan Fair Trade Commission.

In addition, Mr. Rill has frequently testified before Congressional committees for various clients, including, most recently, Verizon, Major League Baseball, American Airlines and the Agribusiness Coalition.

Mr. Rill is also very active in professional organizations relating to competition policy and is currently Chair of the Competition Committee of the Business and Industry Advisory Committee (BIAC) to the Organization for Economic Cooperation and Development (OECD).

Mr. Rill is listed among “the 100 most influential lawyers” in America in the June 12, 2000 issue of The National Law Journal. In addition, Mr. Rill has been consistently recognized as top in his field by such publications as Chambers Global “World’s Leading Lawyers,” Global Competition Review’s “International Who’s Who of Business Lawyers,” Global Competition Review’s “International Who’s Who of Competition Lawyers,” Global Counsel’s “Competition Law Handbook,” Euromoney’s “The Best of the Best” and Euromoney’s “Guide to the World’s Leading Competition and Antitrust Lawyers.”
